Old Business:

None discussed.

New Business:

1.    Jim Rouse nominated Scott Lee from Connecticut as new board member.  LB Baker seconded the motion.  There was no additional discussion and no opposition.

2.    LB Baker nominated Heinz Buhl from Austria as new board member.  Jim seconded the motion.  There was no additional discussion and no opposition.

3.    Martin Heindl recommends that the highest lift in a weight class (ie, submasters, masters) should automatically be a record in the open class if it is also a record in that class.  LB Baker seconded the motion.  There was no additional discussion and no opposition.

4.    LB Baker announced that all records prior to 2000 have been eliminated.  If there is a vacant record because of this elimination, any one who set a record at the last Nationals or Worlds will become the new record holder.

5.    Mike Frizzell requested that the world record he set in Las Vegas be reinstated.  It was eliminated due to a positive drug test result, which he wants to appeal.  Mike was instructed to put his request for appeal into a proposal.  LB Baker suggested Mike be tested that this weekend’s meet as part of the 10% random testing.  LB also suggested posting a notice on the website to anyone wishing to appeal an erased record.  There was no opposition.

6.    Dale Murphy reported that Kieran Kidder says that he has no records.  LB Baker will set his records up on the website.

7.    Martin Heindl suggested that a bench press record set in a full meet which is also a bench press only record should be recorded as the bench press only record.  This will not be allowed in reverse.  There was no opposition.

8.    Martin Heindl proposed deleting the following wording in rule item #9b under ‘World Records’:

        “…and therefore must be a multiple of 2.5 kg…”

This summation would reflect the ½ kilo amounts used to break current records.  There was no opposition.

9.    Martin Heindl requested that a Submaster division be officially added at the World level.  There was no opposition.

10.    LB Baker proposed deleting the following wording in rule #7 under ‘World Records’:

        “…e.g. 87.7 kg. would be registered as 87.5 kg…”

    There was no opposition.

11.    Martin Heindl presented the rules for the 2004 AWPC Austrian Cup “King of Powerlifting” International Powerlifting and Bench Press Championships to be held on June 5 & 6.

12.    Martin Heindl proposed to host the 2004 AWPC World Championships on September 10, 11 & 12, 2004.  There are a number of countries who could better afford to attend a World meet that is closer to them than the US.  Jim Rouse motioned acceptance of Martin’s bid.  LB Baker seconded the motion.  There was no additional discussion and no opposition.

13.    Fred Glass proposed that rule #i under ‘Examples of Errors in Loading” requiring men to take at least a 5 kilo increase from a first attempt to a second attempt be eliminated.  He further explained that it is a big jump to a struggling lifter as well as to a lighter bodyweight lifter.  Jim Rouse seconded the motion.  There was no opposition.

14.    Jim Rouse proposed revising the wording in rule #3 under “World Records” to read as follows:

“If, in any competition recognized by the AWPC, a lifter is successful with a third attempt that falls within 20kg of a current world record, the lifter may request a fourth attempt that exceeds the world record.”

Ed Angstrom seconded the motion.  There was no opposition.

15.    Fred Glass proposed that a video be made to train new officials, in lieu of sitting with an official at a meet.  Fred will put a package together and present this proposal at the next board meeting.

16.    Jim Rouse proposed a rule change on the hand spacing on the bench press bar.  Jim explained that covering the rings on the bar came from Olympic lifting and should not be considered as a rule for powerlifting.  LB Baker seconded the motion.  There was no opposition.

17.    Jim Rouse proposed a new rule regarding placement of the bench press bar on the chest prior to the ‘press’ command.  The bar must not touch below the sternum.  The language to be used in the new rule must be approved by the board members.  Ed Angstrom seconded the motion.  There was no opposition.

18.    Ed Angstrom proposed changing ‘Congress’ in AWPC to ‘Committee’.  Jim Rouse seconded the motion.  There was no opposition.

19.    Ed Angstrom explained that the AWPC has no money.  The UAPC has money as the national federation of the AWPC.  In order to get money for the AWPC, there should be a yearly federation fee of $100 for each country member.  An account will be set up to handle and track the finances.  The money collected could be used for advertising and promoting world meets.  Expenditures from this account will require authorization from the Board of Directors.  Martin Heindl voiced a concern about the smaller countries having to pay a federation fee when there may only be 2 or 3 lifters competing at a world meet close to them.  This proposal has been tabled until the next board meeting.

AGM September 4, 2004

 

The meeting was called to order at 6:45 PM by L B Baker, President

Attending was Heinz Buhl, Gabi Buhl, Martin Heindl, Karin Heindl, Meinhard Schroeder, Ed Angstrom, and L B Baker.

Meinhard Schroeder was nominated by Martin Heindl as a new Board Member from Germany, 2nd by Ed Angstrom.  Motion was carried by unanimous vote.

The WPCommittee/AustriaWPC situation was discussed.

No new rules changes were made.

Elections were held for officers.  L B Baker was elected President and Martin Heindl was reelected Vice President.  The next election will be held in 2006 at the AWPC World Championships.

Heinz Buhl and Martin Heindl made a bid for the 2005 AWPC Worlds to be held near Vienna in the 3rd week of September 2005. 
There were 12 countries in attendance with many new members so it was voted unanimous to hold the 2005 contest in Vienna.

With no new business to discuss the meting was adjourned at 6:55PM

1) Rule proposed amendment for the deadlifting: if someone has lost at least 50% of the
fingers with a hand, he may use a grasp assistance. (q finger is considered as lost if two part
of it are missing. The grasp assistance is put with a loop around the wrist and winded around
the bar. The end of the grasp assistance must be hold between the bar and the fingers.)
2) Slovakia (President Rudolf Siska) is a full member as federation.
3) Records of other federations are not taken over.
4) Judges of other federations are not taken over automatically.
5) Edwin Angstrom, James Rouse, Meinhard Schroeder, Martin Heindl may train judges
(national and internationally).
6) Edwin Angstrom, James Rouse, Meinhard Schroeder, Martin Heindl may take over judges
of other federations in the respective category (with corresponding briefing). That means: a
national judge of another federation can be taken over after corresponding briefing than
national judge.
7) the situation in the USA and also in Europe was discussed.
8) the worldfederation AWPC is renamed on United Amateur Powerlifting (UAP). The
members of the board remain the same, since it concerns only a change of the name. Not
present members of the board were asked around their further cooperation.
9) the world record lists will be written by Martin Heindl.
10) suggestion of James Rouse: with possible retire of the current president: the Vice
President Martin Heindl should take over the busyness of the president. Martin Heindl
suggested for this case: James Rouse, present member of the board, should be president until
next election. Agreement on James Rouse.
11) the Worlds 2006 was given to the USA, James Rouse, Edwin Angstrom. Date: 3.-4. week
in October.
12) Italy is candidate for the Worlds 2007.
All resolutions were unanimous.

3) If possible big competitions should not clash with other big meetings of other kind of sports - particularly of similar kinds of sport
4) Discussion: cancellation of the age class Teenager 13-15 (Injuries with children, demands for recourse of parents).

Result of the voting: the ageclass Teenager 13-15 is cancelled!
5) Discussion: cancellation of the weightclass 44 kg with the women and 52 kg with the men.

6) Discussion: minimum weight on the bar – either minimum weight per weightclass and ageclass or procential of the bodyweight. Suggestions expecting.

1) Proposal Austria for a new bench shirt rule:
The shirt may have an open collar design. The shirt may have Velcro closing
straps. The shirt must have a fabric panel which covers the lifters back so
that no skin is exposed to touch the bench.

2) Proposal Austria:
to extend the time from the morning weigh in to the competition from now 30 minutes
up to 60 or 90 minutes if nessesary.

Minimum weights in the individual disciplines with European and
Worldchampionships for Junior, Open and Master – 59
no agreement over the height of the weight – tabled until the Worldcup

1) explanation:
what means membership from a country:
a) promote national championships (there have to vote WUAP referees)
b) they have a vote at the AGM
c) they can give a bid for big internatioal championships (Europeans, Worlds, Worldcup)
d) the are allowed to bring in „rule changes“
The membership year starts with the AGM. Only one federation by country is
accepted. There is no exclusivity fort the national federation to bring athletes to the
European – Worldchampionships or the Worldcup.
Discussion because of the nomination of athletes for international championships.
Also discussion about qualifying for international championships.
2) Two bids from Russia for affiliation and contradicting letters. (no decision)
3) Ukraine: bid for affiliation – „All - Ukrainian Organization of Powerlifting“ – this
Organization replaces the former ukrainian affiliated organization.

4) Entryform should be published at least 3 month before - for international
competitions at the internet
5) Deadlift only records / competitions – in same way as benchpress competitions:
Voting: majority no
6) Suspension from lifters international – national suspended lifters from a
country will have the chance to bring in a clarifying letter – after this the
boardmembers and the national representant will discuss again and decide.
The suspended lifter have to be contacted that she/he have a chance to write those
letter. If no letter arrives the suspension is activ as it in there country is. Up to the final
clarifying the athlet can not compete international.

1) Review of one point of the last AGM (Europe and World)
Explanation again:
what meant membership and country fee from a country:
a) promote national championships (there have to vote WUAP referees)
b) they have a vote at the AGM
c) they can give a bid for big internatioal championships (Europeans, Worlds, Worldcup)
d) the are allowed to bring in „rule changes“
because of incidents of membership fee there was a decision to require no fee starting
from 2011. In place of incomes from the membership fee a fee must be paid from 5
Euro per lifter (with Europeanchampionship, Worldchampionship and Worldcup and
not for other championships). The fee is going to the United Powerlifter / WUAP
account. Thus general expenditures of the federation are paid. The entry fee per lifter
increases for those championships thereby 5 Euro. (starting from 2011).
This is valid for countries from United Powerlifter of Europe.
With the representatives of the USA a direct accounting was negotiated.
2) Schedules competitions of several days (Worlds, Europeans, Worldcup) have to be
send to the administration of the WUAP/United Powerlifter before they are made
public. On once fixed schedule is to be held. Athletes take long journey times with
airplane and car on itself. Changes with hotel reservations is not to accompish easy or
even impossible. For many people it is not possible to change the day of holiday at
short notice
3) Confirming competitions from 2011 and 2012:
Europeans 2011 – Poland, Rybnik, June 1.- 5.
Worlds 2011 – USA, Georgia, Atlanta, End of Sept.
Worldcup 2011 – Hungary, Town not fixed, yet (November)

Because of healthy reason Martin Heindl was not at the worlds. The replacement is
Rudolf Siska. He ran along with Meinhard Schröder the AGM.
Entry forms should be sent by the country representative – this should stand on a
entry form – because otherwise it does not happen.
1) (Germany) Uniform rules for the naming oft the referee to international
championships
a) the chairmen should manage the invitation the payment
b) basis of payment are the specifications from the AGM in Rybnik
c) for the payment of the referees the chairmen have to make an agreement
with the organizers – this agreement should have a binding status
d) the duties of the referee chairmen should be clearly defined in the WUAP
statute
e) as part of becoming a national referee they should make themselves
available for championships in there home country
f) as part of becoming a national referee they should make themselves
available for international championships in other countries
g) At this point the name Meinhard Schröder was mentioned for this job
h) Payment should be arranged for the referee chairmen – because this job
connected a presence with all international championships due the
substantial cost that may be incurred because of his/her presence at all
international championships

possibility should be checked if it is supportive for the federation.)
2) (Slovakia) Competitor is responsible for announcing an opening attempt. if the
opening attempt of the competitor in open or submaster category is lower
than the minimal limit weight and the competitor is allowed to do this attempt,
this kind of attempt is going to be undone. No substitute attempt is going to be
given to competitor. In case that after the event or the competition is
recognized that the competitor did attempt that was less than the minimal limit
weight, competitor is going to be disqualified subsequently

3) (Slovakia) In case that competitor in open or submaster category gets injured
during the competition, it is possible for him to finish competition provided with
the weight lowered not more than 50 percent of the minimal limit. it is possible
to lower the minimal limit only in benchpress and deadlift. the injury has to be
announced to head judge at least 5 minute before opening attempt of the
event. the head judge has the right to judge seriousness of the injury and the
right to allow the lowering of the minimal limit weight.
